Having regard to the above application lodged on 26 December 2017,
Having regard to the observations submitted by the respondent Government and the observations in reply submitted by the applicant,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The applicant’s details are set out in the appended table.
The applicant was represented by P. V. Goliver, a lawyer practising in Kryvyy Rig.
The applicant’s complaints under Articles 6 § 1 and 13 of the Convention concerning the excessive length of criminal proceedings and the lack of any effective remedy in domestic law were communicated to the Ukrainian Government (“the Government”).
THE LAW
Complaints under Articles 6 § 1 and 13 of the Convention
In the present application, having examined all the material before it, the Court observes that the criminal investigation against the applicant was discontinued on 16 June 2015, therefore this date is to be considered as the end of the domestic proceedings (see, mutatis mutandis, Nakhmanovich v. Russia, no. 55669/00, § 89, 2 March 2006). The applicant introduced her application on 26 December 2017.
In view of the above, the Court considers that the applicant’s complaints were lodged out of time for the purposes of Article 35 § 1 of the Convention and must be rejected pursuant to Article 35 § 4.
For these reasons, the Court, unanimously,
Declares the application inadmissible.
